| Summary: | 碩士 === 國立彰化師範大學 === 會計學系企業高階管理 === 99 === This research aims to investigate the motivations and hindrances on ISO 14001 implementing in small and medium enterprises in manufacturing sector in central Taiwan. Delphi surveys were conducted two rounds with a panel of 11 experts to categorize the main aspects of economic benefit and social pressure and competitiveness, partner expectations, cost reduction, environment protection, social responsibility and legal requirements for ISO 14001 implementation in small and medium enterprises and the four aspects of executive management commitment, implementation difficulty, education & training and enterprise environment obstacles as obstacles to ISO 14001 promotion among small to medium enterprises. The major five motivation sub-items for ISO 14001 implementation in small and medium enterprises are followed. Response to the customer requirements, implementation and continually improving of pollution prevention measures, raising level of company environmental protection, keeping abreast of current trends and increasing of ompetitiveness are all the major motivations for ISO 14001 implemeting. The major five hindrances for ISO 14001 implemetnation are followed. Insufficient support of top management, vague commitment of top management, insufficient internal auditing on environmental management system implementation and lacking of consensus in organizational members are all major hindrances for ISO 14001 implemetnation. Accordingly, the most critical key factor for ISO 14001 implemetnation in small and medium enterprises is the top management support.
