The questionnaire survey is the main research method, and the objects of this study were Taipei City’s elementary schools’ teachers. Data were collected through "Charismatic Leadership Characteristic, Behavior and its Effect of Elementary School Principals’ questionnaire," a total of 672 questionnaires were distributed, and the valid questionnaires retrieved were 516 copies. The conclusions are as follows: 1. The principals of Taipei’s elementary school can show their charismatic leadership characteristics pretty well in teachers’ perception. 2. Female principals can show more the physiological characteristics than male principals. 3. The principals of Taipei’s elementary school can show their charismatic leadership behaviors well in teachers’ perception. 4. The teachers with administrative tasks in Taipei’s elementary schools can percept the principals show their insight better. 5. The principal be the principal in the same elementary school more than 6 years, would show their insight better than the principal less than 2 years. 6. The principals of Taipei’s elementary school can show their charismatic leadership effect pretty well in teachers’ perception. 7. The teachers with administrative tasks can percept the principals show their leader effects in the school climate better. 8. The principal be the principal in the same elementary school 2-4 years and more than 6 years, would show their leader effect in school development better than the principal less than 2 years. 9. The teachers of Taipei elementary schools perception the charismatic leadership characteristics of principals higher, then its effects would be better. 10.
