碩士 === 淡江大學 === 國際事務與戰略研究所碩士在職專班 === 99 === The U.S. government thinks that the People’s Liberation Army (PLA) has established the anti-access strategy in order to avoid the U.S. access to China-Taiwan waters for any possible conflict. The asymmetric battle based on China’s comparative advantages of power can also diminish the effect. In spite of the advanced weapons of China’s guided and cruise missiles and submarines, the application of navigation satellite system accelerates its power extension. Therefore, it starts to develop its own system to fulfill goal. China has launched the first Bei Dou-1 Satellite in October 2000 and until April 2011; the number of Bei Dou-1 & 2 has increased to twelve. Currently the network has already spread Mainland China and the nearby area. It’s scheduled to cover the whole Asia area next year which achieves its regional effectiveness. After obtaining the self-built navigation satellite system, the ballistic missiles, cruise missiles, precision strike weapons, command, control, intelligence, surveillance and reconnaissance, and joint operations all have significant progress. While confronting with a more mature and delicate PLA’s anti-access strategy, pursuing the long-term stability and future development depends on our cooperation.
