碩士 === 淡江大學 === 國際事務與戰略研究所碩士在職專班 === 99 === With the victory of “Local warfare under informatize conditions”, and the indication of implementing “Vision of scientific development”, PLAN completes the military strategy of “Active defense”. Though the affair of Navy is to implement the “littoral defense”, PLAN is actually making an effort at “Littoral and forward-deployed defense” and keeping the development of “Ocean naval forces”, in order to achieve a global sea power or regional naval forces in Asia-pacific area by 2050. Once the military conflict between China and U.S.A occurs, the U.S. aircraft carrier strike group will play an important role. PLAN’s main purpose of anti-access strategies is to deter the US aircraft carrier strike group from interfering in the conflict of Taiwan Strait. PLAN will be capable to counter the US aircraft carriers before the interference, combining the air forces and ballistic missile forces to limit, postpone, or to hinder the deployment of U.S. military forces within the conflict area, and to gain more time for the operation invade Taiwan. The anti-access strategies of PLAN may deter the intervention of U.S. military, but the U.S. will not stand idly by. The U.S. military will take a serious of actions to counter, for example, to improve the facilities of aircraft carrier’s protective screen of escort ships, to reduce the vulnerabilities of the escort ships in coastal regions, to provide the aircraft carrier strike group more appropriate defense abilities against missiles, submarines, torpedoes, and to counter threats in littoral regions. Furthermore, the US will strengthen naval air forces in order to reduce the possible effects of Chinese anti-access strategies.
