The cultural and creative industries park is regarded as a model pilot base that has evolved with the changes in time and space regarding the cultural and creative industry. As the space of the park is limited and the cultural and creative industry is closely related to the locality, the cultural and creative industries park should strengthen its relationship with the production bases and the neighboring environment in the long run, to facilitate local development. The Taichung Cultural and Creative Industries Park was positioned as“Taiwan’s architecture, design and art performance center in 2005 according to its development project and content, with its mandate to actively promote culture, art and design. Since its official opening in 2009, many artistic events have been held there, and some of them have attracted huge crowds and participation by people from all walks of life, raising even more attention to the development of the park. Meanwhile, the interaction between the social and economic development in the neighboring areas and the feelings of the local residents has also changed; this requires long-term observation and attention.At present, domestic studies on cultural and creative industries park are still limited, especially those that explore the influence of the park on local development from the perspective of the residents. This study explored the social and economic influence that cultural and creative industries parks have brought to the local development, through theories and literature collection. Four influential factors were selected: local economic stimulus, local industrial development, local identity enhancement and environment quality improvement. A structure comprising social and economic influential factors was established to identify the correlations between each factor and the cognition and attitude of the residents, through field interviews, with the Taichung Cultural and Creative Industries Park as the case of study. Through analysis, the following conclusions were derived: (1) local industrial development has no interactive relationship with the other three factors; (2) local economic stimulus and local identity enhancement have no influence on each other; (3) local identity enhancement has no influence on environment quality improvement; (4) environment quality improvement affects local identity enhancement; and (5) environment quality and local economic stimulus have influence on each other. Finally, a social and economic interaction model of the influence of the Taichung Cultural and Creative Industries Park on the local development was established. It is hoped that the research results can serve as reference for the central or local government agencies and decision makers to promote related policies.
