The method is carried out by documentary studies and analyses as well as questionnaires to the clerks of 29 household registration offices in Taichung City. The public’s impressions of governmental services quality is mostly depended on bottom level agencies. Clerks of household registration offices stand at the first line to serve the public and naturally become the important indexes of governmental services quality. Due to the information technology development in times the e-operation systems of household registration lead a great step of the measurement of simplifying businesses and convenient services for the public. Yet, with the concept to serve the public emphasizing customer-oriented and enterprise mode government, besides satisfying the needs of the public in household registration the clerks of household registration offices in the bottom level have to face business assessment and evaluation by the superiors and to carry out all kinds of projects and thus made the clerks’ businesses a heavy burden and stresses of jobs comparatively big. This research then sent questionnaires to the formal clerks working in 29 household registration offices in Taichung City to find out the sources of stresses and to probe the connection between job stresses and their commitments to organization through statistical analyses and verification. This research finds that job stresses of clerks of household registration offices show obvious differences with their different positions in Taichung City. Clerks of household registration offices as senior non-director and junior non-director feel obvious higher stress in whole of their works than those as directors and there are apparent differences of stresses and commitments to organization between those of different years of service. Those whose year of service is 11-15 years feel biggest job stress and show highest attitude of commitments to organization. At the level of different ages also show apparent differences of commitments to organization. Clerks of household registration offices over 51 have highest degree of commitments to organization. Year of service in household registration under 5 years feel lowest job stress and age of 20 – 40 show lowest degree of commitment to organization. Clerks of household registration offices have no obvious difference of working stress and commitment to organization with different sexes, marriage status, education and service area. Further more, job stresses of clerks of household registration offices in Taichung City are highly related to personal development. Job stresses are related to interpersonal relationship with middle degree relationship and to workload with low degree relationship. Commitments to organization are related to the inclination of staying in job with high degree relationship, to organizational identity with middle degree relationship, and to effort wills with low degree relationship. Based on this findings, the clerks of household registration offices will have less (higher) will to stay(leave) in job when they face higher(lower) personal development stress. According to the findings of this research, it is proposed to the authority of household registration that to better the stresses of the clerks of household registration offices and to promote their commitments and identification to organization may keep outstanding members and further to promote service quality and effects of Taichung City household registration authority.
