After he took office in 2007, he decided to pursue the goal to the contents of the White Paper put forward feasible proposals. The “Happiness Plus Project”, under the Taipei Department of Civil Affairs’ management which was born accordingly. The project combined "Construction of district-level government service-oriented system", and the concept of "all services in one", tailor-made household system, allocated about 15 million for household and registration services. The implementation of divisions which including Taipei household Registration Office, district Office, and the sub-ordinary units of Department of Civil Affairs. The projects achieving the following objectives: to provide the information required by the most important events of people, to enhance the relationship between the citizen and neighborhood board, and to strength the multiple functions of the government. Since 2007, over 350,000 people accepted this service, more than 80% of the people overall satisfaction. Of this study is to understand the actual situation of the project implementation, as well as the challenges faced. By the qualitative research approach, through planning policy evaluation, policy stakeholders, customer orientation, the new public service as well as the project analysis. The research can be summarized by three indicators (a) The achievement of policy objectives. (b) The appropriation of policies design.
