Small and medium enterprises often cooperate with the management consultancy industry to improve this disadvantage. However, after the management consultancy industry assisting in establishment of management systems, it also found that the relevant executive talent is not in place. This situation leads to encountering the bottleneck of lack of talent on the development of small and medium enterprises’ organization. The management consultancy industry not only assists enterprises in industry-university cooperation to solve the human resources and technical issues through long-term cooperate with university but also reduce its transaction costs and uncertainty based on the relationships with enterprises. The aim of this study is to understand how the management consultancy company assists small and medium enterprises in industry-university cooperation and competitive strategies, industry value chain, and discussion on strategic alliance relationship. In terms of literature research, first to introduce the management consultancy industry, the meaning of industry-university cooperation, and to discuss the background and contexts about the management consultancy company assists small and medium enterprises under the industry value chain theory. Then, to research into the related factors about the bottleneck of industry-university cooperation between general small and medium enterprises and universities. At last, to focus on the analysis theory about the management consultancy company develops the strategic alliance.
