However, the radio monitoring systems are complicated and expensive with various issues to be considered. This research analyses related procurement factors that government officials and scholars care about in Taiwan, and tries to figure out the key factors of system procurement. Directorate General of Telecommunications (DGT) was in charge of communications affairs and initiated “The Radio Spectrum Monitoring Project” in 1996. The project was transferred to the NCC in 2006 and the usage time of the existing systems is more than ten years. Hence, the NCC needs to study a new system to replace the existing one for a suitable and up to date radio monitoring system. The research not only analyzes procurement evaluation and selection literatures, but also identifies factors of procurement evaluation and selection from laws and acts. This research selects appropriate factors and constructs a research model based on radio monitoring systems procurement by expert interviews (including official from the NCC and academics from “Next Generation Radio Monitoring Systems Build Plan and Optimization Analysis” research team) by Analytical Network Process (ANP) method. After figure out the factors and the weighs, this study simulates three scenarios to analysis potential situation, and calculates with the weights to compare the different in total scores. Hence, the process of procurement can be more complete. This research constructs three dimensions (commercial terms, monitoring system, and suppliers), and eight criteria (procurement contracts, maintenance contracts, quality, function, price, project management, and past achievements in contract performance) for the model. Interactions among factors have taken into consideration, so the research compares dimensions and criteria of expert questionnaire in pairs by ANP method. Samples are divided into four parts to figure out any different opinions from academics, government, experienced experts, as well as overall experts. After analyzing factors of procurements, this study figures out that the maintenance contract is the most important factor from academic opinions; quality is the most important factor from government official’s opinions. However, experienced experts’ opinions treat procurement contracts to be the most important factor. Overall experts’ opinions place quality as the most important factor, but either academia or experts’ opinions do not treat price as an important factor. In addition, this research uses three scenarios to provide complete research and simulate procurement evaluation. The scenarios include three suppliers with some various characteristics, such as various quality and various price in scenario A; various procurement contract and various maintenance contract in scenario B; and various procurement contract, various maintenance contract, and various past achievement in contract performance in scenario C. After calculation, the supplier who provide high quality gets the highest score in scenario A; the supplier who provide better maintenance contract gets the highest score in scenario B; the supplier who provide better maintenance contract also gets the highest score in scenario C. The results represent that the buyer prefer higher quality and the maintenance contract. Hence, suppliers would win the bids while provide the quality that the buyer needs (or better) quality and the maintenance contract that could benefit future usage of the buyer.
