The data of this research consists of 20 projects with 451 working days for structural steel painting. This study has two objectives, (1) explore baseline productivity on structural steel painting projects. (2) develop an objective productivity measurement method for contractor. The methodology of this study includes: (1) productivity-related theory and models developed by Thomas H. R.; (2) Data Envelopment Analysis. Results of this study show that (1) the range of the structural steel painting projects baseline productivities is 0.062 ~ 0.188 (wh/m2), (2) the standard deviation of daily productivity can be used as an index to show a crew performance, (3) Productivity analysis of the conversion technologies appear defects, it can not be used to compare the productivity of crew and crew.(4)Based on the Data Envelopment Analysis, the index, efficiency work hours percentage (EWHP), can be used to measure the project performance objectively.
