There are more than 50% machine tool factories located in Taichung City, which presents an significant domestic industrial cluster and also shows an noticeable example of geographic concentration. First, by analyzing archives, relative data and deeper dialogue with the factories, the background and industry characters are manifest in this paper. Subsequently, reconstruct the development progress which made Taichung an industrial cluster, as well as the criteria for business leaders to site factories. In the end, analyze the current pro and con of domestic machine tool manufacturer competitive strength by Porter’s diamond model. The machine tool clusters of Taichung, one locates in the northern and another southern, are center on central district. On the top of the geographical advantages, the reason why those clusters located there is also according to the “relations link” established during the Japanese occupation. Machine tool industry has stemmed from such a fundamental inheritance, as a result, the Systems and specifications of domestic machine tools are similar to that of Japanese. This reflects that recent techniques, Precision parts and components still mainly rely on Japanese importation. Considering that the prior factors of citing a factory are transportation, labor, industrial area, and cluster economy. To transport the machine tools is not easy as they are cumbersome and heavy, so the factories are mainly located alongside the Provincial Highway 3 and 13. Kaohsiung and Taichung Harbor are the major export ports for transporting those machine tools. Delicate division of labor, flexible production, and resource sharing are the strongest competitive strength of Taichung machine tool industry. However, a lack of human resources, low component development capabilities, as well as South Korea and China's rapid rise and other problems cause worry to occur. To sum up, sustainable development goals of the machine tool clusters can be accomplished as conditions below. Domestic vertical labor division must be enhanced by the development of key components. Also, make the most to achieve free trade agreements with other countries in order to broaden business opportunities. Furthermore, explore the post-ECFA market in China and elsewhere, strengthen broadcast the MIT (Made in Taiwan) brand image widely around the world.
