To attain the research goals, literature analysis and questionnaire survey are adopted in this study. Through three rounds of Delphi survey, correction and discussion, it is summed up to focus on preparation and appointment systems. The two systems contain seven areas such as the selection, personnel preparation, personnel training, qualifications certification, appointment, re-appointment, and professional development. Through literature discussions, questionnaires, empirical results analysis and discussion, the research conclusions are as follows: 1. When the elementary school principals’ preparation system is constructed, it is important to build reserve type of the selection of principal candidates. 2. When the elementary school principals’ preparation system is constructed, it is necessary to pay more attention to the personnel preparation policies and laws, and the training curriculum and license standards of the personnel training system. 3. When the elementary school principals’ appointment system is constructed, it should be considered to set up the qualifications of the principal carefully. 4. When the elementary school principals’ appointment system is constructed, it should be considered to plan the principals’ appointment and re-appointment . 5. It is very important to promote the professional development system for school principals to ensure the quality of the professional knowledge. Based on the conclusions of this study, some suggestions were given as a reference for educational administrative institutions, educational institutions and future researchers.
