However, when they are inadequately equipped, micro-enterprises encountering external impacts are susceptible to various crises that can induce them to withdraw from the market. Consequently, using e-business applications to obtain customer-interaction channels at reduced costs can encourage positive characteristics such as diligence and innovation, improve firm competitiveness, and facilitate sustainable operations. Micro-enterprises in the commercial service sector were adopted as the research subject. First, we define core problems by using function and attribute analysis in the theory of inventive problem solving (TRIZ), convert relevant parameters, and then apply 31 ideal final result (IFR) business contradiction matrices and 40 inventive principles to resolve problems. In other words, enterprise owners can commission and charter external operating branches or human resource (HR) organizations for assistance. We then establish a practical Online-to-Offline (O2O) application, the core of which is a business management consultant (e-business advisor) who resolves problems encountered by enterprises promoting e-business developments. Second, by combining this application with knowledge management and creating the value of knowledge capital, we enhance enterprise awareness of the necessity of this application. Moreover, full integration of HRs and information technology through the e-business advisor application transforms intangible values of knowledge economy and knowledge management (e.g., innovation and integration) into practical, tangible values (i.e.,costs and profit). Finally, by assisting enterprises in developing innovations and strategies that are interconnected, consistency between innovation and corporate goals is ensured, and enterprise deficiencies compensated. The results are as follows: (a) Using an e-business advisor as the core HR, enterprises obtain service applications that assist the initial establishment of e-business websites and provide support regarding challenges faced when operating network e-applications. In other words, solutions are provided to address 3 major concerns (i.e., people are not interested, do not understand how, and do not intend to use) and 4 major directions (i.e., HRs, funds, platforms, and marketing). (b) To realize Web 2.0, by combining and applying information software and communication technology developed by Company A, various strategic adjustments are formulated regarding problems and needs arising in different periods, thereby achieving enterprise approval and promotion.
