Unexpectedly, the writer, who has lived near Shihlin’s night market since childhood, was shocked to see the newspaper headline that Shida Night Market business district will be eliminated. How could public power turn Shida Night Market from a popular shopping district to nothing? What went wrong? What kind of conflict occurred? Will this affect Shihlin’s night market in the future? Out of concern, I want to fully understand and study this issue. Nowadays, when dealing with public affairs, the whole world is promoting collaborative governance and wishes to use “the third way" to encourage interaction between non-governmental forces and the government. This study suggests that regarding the issue of the retention or abolition of Shida Night Market district, every policy participator should first establish a collaborative relationship and then start collaborative governance. Therefore, by studying documents and performing interviews, this study tries to record the collaborative relationship of households, businesses and government departments in order to develop collaborative governance. Though the two parties have been in contact over the past two years, the situation has now reached a stalemate. The conclusion of this study uses the theory of "Collaborative governance" that Ansell & Gash published in 2008 to view the actual scenario of every case so that collaborative relationships can be understood. Furthermore, research theory and practical affairs are combined so that subsequent academic research can be more easily done. Despite the facts, the researcher would still like to make some recommendations: First, public opinion should be included so that the subjects are not scattered. Second, the public sector should amend the law to establish a communication platform for both residential and commercial sectors. Third, problems must be eradicated so that the integration of residential and commercial sectors can benefit each other. Some scholars believe that the conflict between residential and commercial sectors is not so difficult or complicated to be solved; the outcome all depends on human effort.Therefore, this study also attempts provide suggestions for solving such problems between the lines
