Different factors, like environment uncertainty, market externalities and specific resource, will contribute to various governance mechanisms, such as independent and integrated cooperation. Value creation is an important issue in public-private relationship. Value resource, externalities, differential cost advantages and resource complementarity or recombination, may cause the competitive effect between public sector and private sector. This research adopts the public-private partnership perspective to discuss the value creation of creative industry, through qualitative method. By interviewing with two responsible people, this research captures the public-private partnership and value creation process of creative industries. The purpose of this research is to study how value resource and governance mechanism affect value creation. This research finds that value resource indeed corresponds with theories, which means theory can be matched with reality. On the other hand, from interacting degree and frequency between public sector and private sector, we can understand the similarity and difference of governance mechanism may affect the differentiation of value creation. Above all, this research provides appropriate suggestions with public sector and private sector.
