By increasing amount of imported tea, local tea industry will face the challenges from industry-developing limitation and product plagiarism problem. Whereby, we need to find out the possible factors for developing competition advantages and strategies. These factors will large affect the competition persistence of local tea industry. This paper adopts Delphi research methodology and surveys twenty-two local tea manufacturers. We develop several factors of competition advantage for local tea industry. We document that food safety is the main consideration for local customers. It is the important competition advantage for the future of local tea industry. In addition, we find that several importers file their imported tea as low-quality tea for enjoying the low tax cost. However, government still has difficulty to monitor this phenomenon. This will damage government’s taxation revenue and the future development of local tea industry. We suggest that government should improve their monitoring mechanism for improving industry development and taxation revenue.
