Different background variables of subjects were analyzed to explore the gap between current status of school lunch programs and how people really feel about them. The instrument used in this research was a self-designed questionnaire---&;quot;A survey of current status and improvements measures of public school lunch programs in Kaohsiung&;quot; , which was handed out to stakeholders of school lunch programs in 69 different elementary and junior high schools in greater Kaohsiung metropolitan area. A total of 411 questionnaires have been distributed and 329 of which were collected and verified. The proportion of verified questionnaire was 80.05%. The questionnaires were analyzed with one-way ANOVA, t-test, chi-square test. The conclusions of the research are as follows: 1. This study concludes that the evaluation of various aspects of school lunch implementation of program stakeholders in elementary and junior high schools is above the average. 2. The evaluation of stakeholders toward the school lunch implementation significantly varies along with different variables, including the subjects’ school, gender, position, work categories in lunch programs, and years of service in program. 3. Judging from current implementation measures in lunch programs, more than 85 percent of the program stakeholders in Kaohsiung think school lunch frauds unlikely to happen. Among them, two major factors: &;quot;Dignity and conduct of personnel&;quot; and &;quot;supervisory mechanisms &;quot;. 4. Over 60% percent of the subjects replied that having a public-owned and public-managed kitchen on campus is the top choice for offering lunch, the followings are other choices in order: public-owned and public-managed transporting and offering lunch by other school, having a public-owned but private-managed kitchen at school, offering lunch by private-owned and private-managed kitchen, transporrting and offering lunch by other public-owned and private-managed school kitchen . 5. The main problems relating to school lunch are those related to personnel and budgets, and to increase subsidies to lunch program and more human resources would be the help mostly needed.
