The study applied with the expert questionnaire, fuzzy Delphi method, and fuzzy analytic hierarchy process as the major methods. After systematic literature reviewed with regard to learning strategy and website evaluation, the first frame of indicators was established. The expert questionnaire was to modify the first frame of indicators and form the fuzzy Delphi questionnaire, the fuzzy Delphi method was to assess the quality and the suitable degree of the indicators, the fuzzy analytic hierarchy process was to estimate the indicators weight. The major conclusions of this study were listed as follows. 1.There were three dimensions, eleven main indicators and thirty-seven secondary indicators of the SEWEI, which contained an overall consistency and measurable value. 2.The three dimensions included cognitive strategy, metacognition strategy and resource management strategy. The weightiness for cognitive strategy(43.64%) was the highest among those dimensions. 3.There were four main indicators and thirteen secondary indicators in the cognition strategy dimension. The four main indicators were rehearsal & selection strategy, elaboration strategy, organizational strategy and practice strategy. The weightiness of practice strategy (30.62%) was the highest among those main indicators. 4.There were three main indicators and nine secondary indicators in the metacognition strategy dimension. The three main indicators were planning strategy, monitoring strategy and regulating strategy. The weightiness of planning strategy (38.79%) was the highest among those main indicators. 5.There were four main indicators and fifteen secondary indicators in the resource management strategy dimension. The four main indicators were time management, effort management, environmental management and feedback & support.
