碩士 === 國立臺北大學 === 都市計劃研究所 === 101 === Based on the development theory of polycentric urban region, the study will use Hsinchu Metropolis as a study case to argue the problem of development and cooperation of polycentric urban region. First of all, the study will investigate the central government’s important polices and strategic actions over Science Park; secondly, in accordance with local scale, the study will talk about how the land developments in Hsinchu County, Hsinchu City and Miaoli County connect with Science Park, and, behind this connection, what contradiction existed between counties and cities; at last, from the viewpoint of cross-level cooperation, the study will review Science Park Administration, Hsinchu County, and Hsinchu City Heads Meeting and analyze this heads meeting’s developing context and examine the reason that makes the heads meeting become dull, as well as after the broken of cross-level, what conflicts caused by land over consumption and over exploitation. The study tries to answer the following questions: (1)From the perspective of global and national scale, the study will recollect how the central government, under the pressure of global competitive, led to establish Science Park and develop Taiwan’s technological industry. Then, the study will analyze what strategic actions that the central government takes to deal with the global crisis of technological industry bubble bursting in the year of 2000. (2)The study will review, from the perspective of local scale, after the development of Science Park, how Hsinchu County, Hsinchu City and Miaoli County perform locals’ urban development strategy through an imagination of technology. The study will also discuss whether Hsinchu Metropolis can reach regional integration during the process of political division and competitive. (3)In terms of multiple scales, the study aims to explore, in the process of pursuing industrial competitiveness, how the central government and local government deal with the challenges of Hsinchu Scientific-Metropolitan governance system and what the reality is after accomplishment.
