But how should both sides work together to make up strategies or measures for the development of all the business? Thus, this research, with in-depth interviews, explores the difficulties Taitung County Government has met during the project, the possible problems in operation, and the proper solutions to them. The results are as follows: First, some difficulties Taitung County has met while developing national non-public land are included. 1. National Property Administration isn’t doing a good job on the management of national land. 2. The problem with the illegal occupation of national/public land is still serious. 3. The inflexibility of law limits the utilization of land. 4. There’s no strong will among Taitung’s local investors. 5. There’s no good match between the land utilization and the development project. 6. The fundamental construction in Taitung is insufficient. Second, under the situation that the current law for the related case is still vague, Taitung Movie Theater & Shopping Center may meet some problems during the future operation. 1. The value of the building may decrease and the management and maintenance in the future could be a problem. 2. Whether or not the distribution of the premium for the superficies is reasonable could be a problem. 3. The adjustment system of the premium could be problem. 4. Which side is responsible for the development could be a problem. Third, some proper solutions to the problems with the development of national non-public land may be as follows. 1. The authorities can build up the land database and enforce the function on overall planning. 2. The local government can develop some businesses based on local features. 3. As for national land, only burgage is mainly offered. 4. The authorities can improve the regulations and simplify the processes for the system. This research suggests that National Property Administration, considering sustainable management, should offer as much burgage as possible to other government offices or civilian organizations for some proper development or utilization, which will allow the management to grow stronger and the utilization to be more flexible. In addition, Taitung County Government, considering the practical requirements, should seek more civilian investors and techniques for local businesses, which will bring positive effect on the enhancement of local public constructions and the activation of local economy.
