In response to the needs of internal and external customers, not only private enterprises but governmental organizations make efforts to “change.” In the process of organizational change, it always comes with that group members attempt to bring resistances. This study aims to explore the reasons why A Household Registration Office is willing to change, the obstacles it suffers and how it eliminates resistances. By analyzing the process of A Household Registration Office’s organizational change, we can see how it succeeds. Through collecting relative data of A Household Registration Office’s organizational change and questionnaire survey of the staffs, we get conclusions below: first, the public’s demands and the government’s policies are the main reasons for organizational change. Second, through negotiation, plan making and flexible revision, organization change just can be carried out and achieve sustainable development. Third, most of the staffs can go with the institute’s policies and forwardly conduct self-adaption. In this way, the power of resistance gets weaker. Finally, for an organization to achieve successful change, it needs the director’s support and involvement. If the organization can unite to go ahead for the same goals, it will meet with successful change more easily.
