By means of interview, document analysis, and research notes, it investigates junior high teachers’ opinions and expectations of school-based in-service education and goes one step further to provide practicable approaches. Conclusions of this study are as follows: 1.Teachers are negative toward in-service education. 2.Teachers hope that the in-service education meet their interests and needs. 3.Attitude of exclusion of theories and lack of time are the reasons why teachers generally lack of habbits of in-service education. 4.The professional conversations and atmosphere within informal organizations are more acceptable to teachers. 5.Teachers agree that a teaching observation has a function of peer learning, yet the feed back and review meetings after the observation have limited effects. 6.The leadership of the principal is a key to building culture within the group of teachers. 7.Teachers agree to evaluate the in-service education itself and its effect. 8.Teachers who also work as school administrators and teachers with positive attitude agree to connect gradation of teachers with in-service education, while teachers with negative attitude incline to connect teacher license renewal with in-service education or to remain the same. 9.The change of teachers culture and the development of a reform trend are important conditions of education reformation. 10.Deep into campus to communicate with teachers face to face, responding to teachers’ suggestions, and planning education reformation completely and perfectly are the essential factors of the success of the policy. According to the above conclusions, this study has some suggestions, including suggestions to educational institutions for related policies making, suggestions to junior high schools for school operation and suggestions to advanced studies.
