The international society and Non?Government Organization always focus on the availabilities of chemicals in the scope of environment, food, agriculture, and occupational working environment. From the past, mankind but also had a choice had to do, continue to enjoy the benefits of chemical substances, either man?made chemicals continue to increase, but the living environment caused by bioaccumulation of chemicals can not be removed, even cause harm.
International society actively seek proper chemicals management in economic, consistency and feasibility considerations, and hoping to use effectively restriction, prohibit and also encourage the use of alternative chemicals can be on reducing damage of human, society and country in a way of protection, control and elimination. It is from “Article X” to “Article XIV” as the management practices of
chemical substances of Occupational Safety and Hygiene Act in Taiwan, which upgrading the “extremity management” to“source management” from the date on 2014/7/3. This papers is according to the “precautionary principle”, and analysis the Occupational Safety and Hygiene Act by collecting the regulations of chemicals practice of precautionary principle in international society, and try to generalize
the framework of chemicals management in future for actions of risk management. Expect our chemical substance management is no longer just a slogan, but also and thus enhance the science and technology to promote industrial upgrading.
