However, for a long time Kaohsiung government’s policies have been conditioned by electoral concerns, and the government of Taiwan has always favored the North over the South: all these factors hindered the development of Kaohsiung. On the contrary, although Hong Kong shares a similar background with Kaohsiung, it not only endured the internal disorder caused by its handover to China in 1997, but also the global financial crisis of 2008. With the support of Beijing government, Hong Kong’s trade and economic development not merely has attracted considerable foreign investment, invited more new immigrants, and even transformed into a first-rate international industrial and commercial city in the Asia-Pacific region. This study attempts to take Hong Kong as the city of reference for comparison in order to discuss how to improve and boost Kaohsiung’s housing, transportation, and economic developments by adopting interactive management as the methodology and offer suggestions for Kaohsiung government’s policymaking in the future. The conclusions of this study suggest that Kaohsiung should (1) boost its exchange and cooperation with other Free Economic Pilot Zones in China, (2) devise transformation and guiding schemes for housing, transportation, employment, and industry, (3) make the immigration policies for Hong Kong and Macao residents more flexible and offer more benefits, and design subsequent talent development and employment services strategies, and (4) learn from Hong Kong’s management advantages and cultivate talented persons with international perspectives by focusing on three aspects: economic development, accommodation and career development, and local talents cultivation.
