The major concern to draw up the energy policy for the energy policy is to provide a stable and secure source of the energy for the business development. The unprecedented Fukushima earthquake that took place in Japan on March 11, 2011 has led to a tsunami which caused radiation leak at Fukushima nuclear plants. This is a significant warning to human beings. The energy may provide us to enjoy convenient lives from the top-end technology but one say “The water can carries a boat or capsize it” which means that the energy may also cause unexpected damages to the ecological environment. The energy is the major driving force to promote the country's economic development and human activities. As a island country, the natural resources are rare in Taiwan and almost all the energy depends on imports. It is therefore vulnerable to changes in the international energy situation. Currently the most imperative energy policy of our government is to develop environmental friendly green energy without any environmental pollution. This study intends to collect and build market and industry information, emerging green energy industry in Taiwan, including LED lighting, photovoltaic, Electric Auto/Motorcycle, energy Information, communication, bio-diesel, hydrogen energy and fuel cell, and wind power generation. In this study we present a comprehensive analyses of green energy industries. The main purpose of this study is to apply the fuzzy analytic hierarchy process (FAHP) approach to explore key factors influencing the sustainable development of a green energy industry in Taiwan. Based on the literature and experts’ opinions, a hierarchical structure with five assessment aspects and fifteen development factors was first constructed, and a FAHP algorithm model then proposed. Finally, based on the AHP experts’ questionnaires, we used the FAHP approach to evaluate the key factors. Furthermore, a second questionnaire was conducted based on the green energy industry and external environment analysis. According to Taiwan's green energy industry development strategy, it is expected that the results of this study may provide useful information for the government and industry. It is also expected that the outcome of this study can be used to enhance the competitiveness of Taiwan such that Taiwan may become a clean green country to achieve the promotion of development of the social welfare.
