The system will promote the interaction between car owners/drivers and supervisory authorities and prevent the loss of notification which will influence the benefit of car owners/drivers. Based on the previous researches on information success model and the concept of customer perceived value and perceived value of consumer, this study explores the influence of message proactive notification services (including dimensions of information quality, system responsiveness and system service quality) on the perceived value and satisfaction of vehicle owners and drivers. Questionnaire survey is used to collect data from vehicle owners and drivers. The results of this study show that: (1) the notification means and service items have been considered important and with high recognition; (2) the current 10 items of notification services in the system have all considered above the importance scale level; (3) the vehicle periodic inspection and the violation of traffic rule’s fines have been recognized as the top two important notification items because these two items are closely concerned with car owners or drivers’ benefit; therefore, governmental authorities should pay more attention on this kind of services to improve general public’s satisfaction on the services provided by vehicle supervisory authorities.
