Description

The study intends a self-compiled questionnaire “Questionnaire of Penghu County's elementary and junior high school educators' opinions on teacher career ladder Implementation enactment” and the teachers of 54 elementary and junior high schools in Penghu County served as the population where a total of 467 were selected by random sampling as the subject. The data of 404 valid questionnaires collected were processed by the questionnaires analysis, independent-sample t-test, t-test, Chi-square test, one-way ANOVA, and Scheffé posterior comparison. Several conclusions have been obtained as follows: Part I. Penghu County’s Elementary and Junior High School Educators’ Opinions on Teacher Career Ladder Implementation 1. Teacher career ladder implementation helping deal with inadequate teachers wins the medium-high support. Still, such implementation shall avoid damaging teachers’ interests and rights. A high-rank teacher with few lessons shall be an instructional researcher. 2. Teacher career ladder has 4 ranks with beginner and intermediate teachers as the low-rank and advanced and researcher teachers as the high-rank. The former and the latter are to be accredited by respective local educational bureaus and departments and by the central educational competent authority respectively in relation with rank promotion. 3. The term of application for rank promotion is 3-5 years. The applicants unable to obtain rank promotion shall “receive the same remunerations”. The disparity of remunerations by ranks is NT$ 3,001-5,000. 4. Teacher career ladder implementation requires legal grounds in association with the specific authority in charge of organizing and planning, holding public hearings and issuing professional licenses. Part II. Disparity of Penghu County’s Elementary and Junior High School Educators’ Opinions on Teacher Career Ladder Implementation with Different Profile Variables 1. Concerning the 4 ranks “beginner, intermediate, advanced and researcher” and disparity of remunerations by NT$ 3,001-5,000, female educators have higher recognition than male ones. 2. Concerning the low-rank (beginner and intermediate) teachers accredited by respective local educational bureaus and departments and teacher career ladder implementation performed to novice teachers only with senior teachers subject to the previous teacher evaluation model, male educators have higher recognition than female ones. 3. Concerning “beginner, intermediate, advanced and researcher”, disparity of remunerations by NT$ 3,001-5,000 and concerns for teacher career ladder implementation, bachelor-degree educators have higher recognition than master- and doctoral-degree (40-credit programs included) ones.
