An study of the operating model of sheltered workshop-Examples from Taoyuan Hsinchu and Miaoli Region

碩士 === 元智大學 === 管理碩士在職專班 === 102 === The operating model of the sheltered workshop in Taoyuan Hsinchu and Miaoli Region, which is the key point of this study。 For a long time, sheltered workshops in this country receive a subsidization from the government for the operating funds, and therefore, to expounding on the target of established the sheltered workshops, all of them are similar which is in accordance with an outcome of the vocational evaluation, to provide sheltering type of jobs for those handicapped with employment intention, but are unable to enter the competitive job market and who need long-term employment support (Article 4 of People with Disabilities Rights Protection Act, 2007)。Give them an assistance and can improve their working skills, to adapt themselves into an new workplace during in the competitive job market, which is the purpose for the establishment of sheltered workshops。 Depends for different type of disabilities, and overall planning for various mode of operation, on its operating plan of sheltered workshops. This study discussed the 12 sheltered workshops in Taoyuan Hsinchu, and Miaoli Region, most of those sheltered workshops are doing the bakery or caf#westeur042# shop business, employees of disabilities in a sheltered workshop, the majority of handicapped and psychiatric person, and therefore, not only the quantity of output in short supply also the quality of products could not come to consumers. Although, the government helps in advertisement and promotion, but it does not work well, and still in bad conditioned of low productivity. From this study, also can find the People with Disabilities Rights Protection Act at 2007, to revise the sheltered workshops should provide job opportunities for people with disabilities, approve the pay and sing an employment contract with them workers. As this, some of sheltered workshops have very well operation model and kept their handicapped employees since beginning. These caused the following problems that new handicapped person have not the opportunity entering there and the sheltered workshop could not increase their quantity and revenue. At my suggestion, sheltered workshops should be provide a system of reward for transition from sheltered employment to the supportive employment services, with the support of professional employment service personnel, such as work skill training, environment adaptation, etc. will enable to work independently in the competitive job market, also expected that the business of sheltered workshop can in a big way and the revenue increase, to do their own operating model, are not depend on subsidization from the government.
