It expands on the idea of how to minimize the impact of workforce and labor cost due to the high variation between low and peak season by adopting a workforce shifting arrangement. This research started out by examining the problems faced by Company A, which is a major golf club OEM manufacturer competing in the volatile golf market. The supply chain management challenges, the actions taken to cope with the volatility were examined. A workforce shifting system is recommended as a result of this study, after a feasibility study. The recommendation is expected to relief the workers retention challenges, control labor costs, and ultimately increase sales. The recommended workforce shifting system, which gone through a pilot run, differs from short-term labor distribution from the ordinary human resource companies in the industry. It explores the possibilities of partnering with a company of similar size and operation yet different seasonal characteristics, effectively shifting workforce in order to better utilizing the excess labors in low season and quickly obtaining the available workers in peak season for both of companies. This study also include an analysis of the “Chinese Labor Contract Law” to assure its compliance to related regulations. Through a pilot run of the recommended workforce shifting system, this research further suggests the applicable new business model of labor dispatching to creatively distribute workforce among the labor intensive and seasonal production industries in China.
