Rueisuei Village located in East Rift Valley is far away from both Hualien and Taitung City. This paper aims at exploring the development history of Rueisuei Village which is relatively remote and hard to develop because of its natural conditions. During Japanese colonial period, many people come here for developing career. This paper explores the following questions: How did these people entered and established settlement and what kind of life-support activities they did for living after entering this place. After World War II, when Japanese left Taiwan, most of the career were taken over by the ROC government. How did these changes affect the living ways of local residents and the development in Rueisuei Village? Immigrants in Japanese colonial period promoted settlement development and expansion in Rueisuei. The settlement expanded gradually because of population growth after World War II and new immigrants after the Floods of 1959. Since 1970s, yearly population has started decreasing due to moving-out of Young people, which led to the development stagnation of settlement. And life-supporting activities after World War II varies from tobacco, sugarcane, cassava and other agricultural activities to pasture and hot spring area development.
