The paper examined the shortage of eldercare workforce, the corresponding influence of eldercare insurance system, and the methods for securing eldercare workforce. The aging of Japan is thought to exceed all other nations, as the country is purported to have the highest proportion of elderly citizens. In Japan, the eldercare is being provided based on the public health system, but the workforce shortage in eldercare settings has become an issue that needs to be addressed immediately. Through the analysis of the corresponding influence of domestic and foreign eldercare insurance policies, the study explored the workforce shortage faced by the eldercare industry with the goal of finding a solution for the problem. The study divided caregivers into five categories based on the employment characteristics. Research was conducted with emphasis on the effective ways to secure the employment and analysis of measures that could lead to securement of employment. Interviews were also conducted with care facilities in both Japan and Taiwan regarding the employment of foreign caregivers to find out how Japan’s care facilities should assess the appropriate plan of action. It should be noted that the eldercare insurance in this paper refers to the long term care social insurance instead of that provided by a private insurance company.
