In order to prevent confidential information leak regarding new products or to allow stock parts to maintain maximum flexibility, the programmable areas of the IC are provided blank by the semiconductor IC factories. The latest version of the control program and the full data will not be programmed before the final assembly, making it a more final step than the conventional last step of IC testing. Because this is usually implemented by the final loop of manufacturers, it is an unexplored and rarely discussed niche in the industry. This case begins by exploring relevant literature as the theoretical basis for this study and to collect and analyze environmental data from the IC programming industry followed by competitive advantage analysis through interviews with leading experts, which have been documented and aggregated in hopes to find a clear set of advantages/disadvantages endowed by IC programming foundries as well as the opportunities/threats they currently face--all presented on a Competitive Analysis SWOT Chart. The competitive advantage strategy of Company H’s direction in the IC programming industry is summarized here and stated that it should lead in talent, service, cost and technology oriented to the development of these four categories, so as to exchange information with the market among customers, to fully grasp the pulse of the market in order to meet customer requirements and increase profitability and finally to create a win-win model. At the same time government agencies in the formulation of laws and regulations should also assist in the planning and development of the industries providing more support to small and medium sized companies locally as well as in the global competitive market.
