Special District Plan, unlike comprehensive plans that apply for all cities, requires a particular purpose to support that. The research evaluates the role of using Special District Plan in shaping the image of college towns from the perspective of urban design. The methods in this research are the plan quality evaluation and plan implement evaluation. We adopt the plan quality evaluation to evaluate the conformance of three college town plans and to what extent it fits the purpose of the special district based on the content analyses of planning reports and revisions. Also, plan implementation evaluation is conducted to one of the college town plans--The Special District Plan of National Taipei University Community, where the development is most matured. Second-hand data and field observations are used to evaluate the implementation based on the conformance of the plan. The perspectives of the evaluation are as following: One is the legal regulation, the other is the relationship among the urban morphology, including cadastral patterns, building type and urban design regulations. The trend of using special district is moving toward to the expansion of metropolitan region. Image of the urban feelings has been the planning purpose in recent Special District Plans. All of the special districts of the college towns in Taiwan are confirmed from the content analyses. Using special district to shape the image of the college town is effective and delivered in the plans. However, the result of plan implementation from the urban design perspective is not well-delivered from the conformance-based evaluation. The cadastral patterns and building types have a strong influence on how the public space is shaped and managed, particularly in the private-owned public space.
