The study adopted questionnaire investigation as its research method, with elementary education personnel in Taichung City as its sample. Of 510 sent questionnaires, 484 valid questionnaires were returned, for a total recovery rate of 94%. Data was analyzed using descriptive statistics, t-test, one-way ANOVA, Pearson’s product-moment correlation, and multiple regression analysis, and the following conclusions were reached: 1. Elementary school education personnel’s perception of principals’ internet community leadership was below average. 2. Elementary school education personnel’s perception of their school’s efficacy is above average. 3. Differences can be observed in perception of principals’ internet community leadership among educational personnel based on academic credentials, annual salary, job title, gender, age, length of employment of the principal, and location of the school. 4. Differences in perception of a school’s efficacy can be observed based on the age of the education personnel, annual salary, job title, age of the principal, length of employment of the principal, and the location of the school. 5. Principals’ online community leadership and a school’s efficacy show a significant positive correlation. 6. Elementary school principals’ online community leadership, including assigning of tasks, improving employee morale, expressing support, bringing about the school’s mission, etc. has an anticipatory effect on school’s efficacy. Lastly, this report will provide recommendations for improvement based on results of the research therein, and provide educational institutions, schools, and teachers with information for follow-up research.
