Although 90% of nonstaple food procurement budgets must be used for purchasing food from military nonstaple food supply stations, Taiwanese military policies of nonstaple food procurement may undergo changes in the future because the number of persons in each military unit has recently decreased. Therefore, this study employed the four dimensions of the Balanced Scorecard, namely financials, customer, internal process, and learning and growth, to examine the effects of these dimensions on the overall performance of the supply stations, to formulate methods to improve service quality and increase operational effectiveness, and to enhance operational performance by adequately adjusting operating policies. The goal of this study was to prevent the stations from being streamlined. From the perspective of the supply station personnel, the study results indicated that internal process (β value 0.383), learning and growth (β value 0.366), financials (β value -0.166), and customer (β value 0.113) significantly affected the overall operational effectiveness of the stations. According to these results, the stations must effectively maintain their internal process control, improve the learning and growing environment for personnel, and lower operational costs. Most importantly, only by increasing the personnel’s willingness to serve procurement staff from all military units, improving their ability to provide adequate service quality, enhancing their relationship with customers, and boosting customer satisfaction will the stations be able to maintain excellent operational effectiveness if the mandatory requirement for purchasing food from the stations is eliminated because of policy changes. 羅淑芳 2016 學位論文 ; thesis 43 zh-TW
