In order to explore this important issue, this study used phenomenology to investigate the context of competency model for care works in institution in Taiwan. First, the semi-structured interviews were conducted to collect the data on primary construction of competency model for care works in institution. Second, a team of Delphi technique and relative weight analysis were used to construct the competency model for care works in institution. Finally, to aggregate the results of analysis and provide the definition of long-term care training course. The results can be summarized as 4 main conclusions as following: 1.The context of competency model for care works in institution in Taiwan is about 6 competency clusters and 21 competency factors including physical care, life care, emergency handling, activity leading, psychological support and occupational ethics. 2.The indicators of competency model for care works in institution in Taiwan is that the 74 behavioral indicators, 40 knowledge competency, 39 skills competency and 11 attitude competency. 3.The weight system of competency model for care works in institution in Taiwan is that the first hierarchy takes “emergency handling” as the prioritized weight sequence of the main aspect, and the second hierarchy takes “contingency measures” as the prioritized weight sequence. 4.The implications for training course of long-term care: (1)Used “The competency model for care works for institution in Taiwan” as the framework for formal education curriculum and to help students obtain relevant licenses and enhance their clinical skills. (2)Used “The competency model for care works for institution in Taiwan” to recheck the planning of vocational training courses and to establish a systematic curriculum map. (3)Used “The competency model for care works for institution in Taiwan” to improve personnel training system of long-term care and development of grading system and promotion channels. (4)Used “The competency model for care works for institution in Taiwan” as the basis to develop the long-term care policy to strengthen professional literacy and to enhance social status and identity.
