We must seek a solution to solve financial problem. To combine the public and private sectors together, we can make up for deficiencies each other, to solve some complex public problems. To solve the problems of unused space and youth entrepreneurship, the Labor Affairs Bureau in Taichung to implement youth entrepreneurship policy. To help 108 young people become entrepreneurs, the government in Taichung City provide business space, venture capital, business counseling. The purpose of this study is to explain the public-private partnerships of youth entrepreneurship policy, and the implementation effectiveness of youth entrepreneurship policy, and the entrepreneurial effectiveness of young people, and the regeneration effect of unused space in three bases. The research results show that there are many government departments and civil organizations participate in youth entrepreneurship policy, it is quite complex for public-private partnerships in the youth entrepreneurship policy, and even form a complex relationship between the commission. Taichung city government and entrepreneurs to form some mutually beneficial relationship. The relationship between public-private partnerships includes inter-organizational relations, cooperation, and contract management. To implementation this policy, not only regeneration of unused space, but also help young people become entrepreneurs, and form an settlement of cultural and creative industries. Entrepreneurs after two years of entrepreneurial test, revenue from deficit to profit, towards a stable business. Finally, the researcher made some improvement suggestions for youth entrepreneurship policy, and made some regeneration suggestions for unused space in three bases.
