It analyses how unitary factors shape foreign policy behavior, and eventually leads to structural change. In the process of regional economic integration development, based on own national interests, individual actors of the Asia Pacific system propose foreign policies containing influencing power over the development of regional economic cooperation. This paper uses various regional economic integration cooperation case studies, such as APEC, ASEAN, TPP, RCEP to analyze participating strategies of Asian Pacific countries in the process. In particular, US and China’s foreign policy approach adjusts accordingly to their leaders’ beliefs and choices, gradually shaping a new 21st century type of great power relations which mainly competes with each other but avoids conflict that leads to systemic change in the Asia Pacific region. The findings proved the validity of neo-classical realism argument, in which policies implemented by a unitary actor could lead to a systemic change. Risk strategies undertaken by US and China in containing each other, has change the Asia Pacific system into becoming one that is co-governed by US and China.
