Although there are public and private sectors intervene but have never been helped to improve the dropout situations. This research is to conduct an assessment study on Zhi-Shan Foundation Taiwan (NPOs) in partnership with the case of one junior high school in Hsinchu County, to evaluate strategies they used implementing counseling programmes for school dropouts. The methods are using secondary literature analysis, in-depth interview, and qualitative research study. The purpose of this study is to understand the strategies adopted by the Zhi-Shan Foundation Taiwan. The results at the end are essential for Hsinchu County Government to take preventative measures and solutions for improving dropout problems of the schools in rural area. At the end of conducting interviews and data analysis, the study has concluded effectiveness of results with successful outcome that supports the case for Zhe-Shan Foundation Taiwan and their implementable strategies for school dropouts. The reasons are as follows: 一、 School curricula should be widen and diversify enough to cater for students’ varied interests and needs. 二、 School and partners have working towards their common goals and build mutual trust by establishing harmonious and successful partnership. 三、 School and partners should implement sustainably programs that enable continuous quality curricula and ensure for long-term benefits of all students. 四、 School multi-programs are launched to accommodate various needs and solve wide range of students’ problems. 五、 Parental involvement is very low in this school, the need for school leaders to address by encouraging parent to engage more with school. 六、 All relevant staff members shall actively and responsibly participate in promoting of these dropouts programmes. Recommendations to the programmes of implementation and strategies. The result were that, 一、 School counselors should team up with update resources to assist parent on parenting and offer better strategies to improve parent-children communication 二、 Class size reductions will hope to bring positive impact for teachers to tailor their instructions to student in classroom as well as greater on engagement behaviors. 三、 School should differentiate relevance and balanced curricula to best reach the needs for all learners. Recommendations to the Department of Education, Hsinchu County Government. The principal conclusions were that, 1. Schools of the highest dropout rate shall employ a full time school-base social worker, provided counseling and services attend to children at any level. 2. School should intervene and strengthen family life education through collaborative programmes to enrich both individual and family functions. 3. Government should financially supports to sustain development of school characteristics and competency. 4. Government and private sectors should work together, advice to stimulate job creations enable parent employing locally with flexible schedule needed to enhance a work life career and quality parenthood. 5. Attracting and retaining the right professional talents in school.
