The operating team executing such tasks according to the policies often found conflicts with local demand, resulting in the deviation from the original purposes of establishing such halls, and some of the halls may gradually become “mosquito halls.” This study takes “Xiao Ru-Song Art Park” in Zhudong Township, Hsinchu County as the studying case, it utilizes participant observation to survey on customer perceptions and employs interview method to understand the participants’ thoughts on the Park. The customer trip map has generalized the service design procedures of the Park, confirmed the operating model and tourist satisfaction of the Park, thus made revision and arrived at the new operating model. The study result shows that, the operating model of the old operating team followed the policy model, which imperceptibly lead to perpetuating factors of mainly being static display and construction maintenance; however, the new team altered space utilization and display model, attracting visitors to return by holding cultural activities, improving the tourist participation rate, allowing the connection between the Park and local crowds to improve, so as to arrive at the purpose of sustainable operation.
