Because the textile industry has the characteristics of earning foreign exchange faster. As early as in the 1950s, the government agencies are formulating measures for protection and preferential treatment to develop Taiwan's textile industry with the model of the country's driving industrial development. Today, the textile industry has shifted from a labor-intensive mass production model to a high-value-added product development. Taiwan’s textile industry has been establishing a reputation as a trustworthy OEM/ODM manufacturer in the global textile value chain. There are long-term partnerships including global sportswear brands and multinational companies such as Nike, Adidas, Under Armour and others. Taiwanese companies that are multinational OEM/ODM suppliers continue facing global competition in their operations. In recent years, they have begun to transform themselves into operating their own brands. With the expansion of global bases, the organization has expanded to set up overseas companies and factories. After becoming larger, it faces increasing operation costs at the same time. In order to be able to maintain competition for the sustainable development in a new environment, enhancing quality to raise operating profitability is required. However, several studies have pointed out that “quality improvement assessment” will be affected by various aspects such as the current management mechanism, operating procedures, manpower level, and tool technology. In addition to a complete pre-assessment, it is required to be able to grasp the continuous improvement of the decision-making process. Otherwise, it would not be easy to get the achievement. However, the current studies on the introduction of "Quality Ascension Assessment" do not provide a complete assessment model. Therefore, this study uses the Analytic Hierarchical Procedure (AHP) and the preference order evaluation method (Technique for Order Preference by Similarity to an Ideal Solution; TOPSIS), to develop an assessment model to assist decision-makers in properly assessing “quality improvement assessment” implementing company decisions, and to understand where improvements need to be made during the implementing process. Data validation shows that the evaluation model proposed in this study is completely designed and can be performed in MS Excel environment and can be easily implemented into practical applications. In addition, the assessment model can provide continuous improvement information and assist the textile industry in improving the quality of assessment and decision-making.
