The Explore of Promoting Results on Love Food Bank in Taichung City：Perspective of Governance Network

碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 106 === The purpose of public policy is to solve social problems. The policy of Taichung City''s Love Food Bank has been developed for one year. Through the cooperation of the public sector, non-profit organizations and enterprise departments, a policy network has been formed, and many vulnerable families have successfully passed the predicament. Based on the governance network, this study explores the policies of the Taichung City Government, which promotes the Love Food Bank to take care of vulnerable families. In this research, it studies and suggests its success model and problems encountered. This study discusses three issues in the Taichung City’s Love Food Bank Network: First, which management strategy is used to promote interdependence and cooperation between stakeholders and continue to participate in activities when changing network arrangements? Second, what policy outcomes are achieved with the participation of stakeholders? Third, how to make stakeholders trust each other and share resources and information? The method used Literature review, secondary data analysis, in-Depth Interview, and Case study were conducted by this study. The following results were found: First, Network management policy application of Taichung City’s Love Food Bank, which conducts material distribution and extends private resources. The Alliance Store is a food bank established by a non-governmental organization, which currently have been established 12 stores. Second, policy outcomes of stakeholder participation, that reach resource integration, promote social participation of volunteers, businesses and groups, and finally achieve the goal of providing assistance to vulnerable families. Third, stakeholder share and give the feedback to each other because of trust, that Stakeholder can learn lot of knowledge from governance networks. Through the cooperation of stakeholders, the government could do the charity; the vulnerable families could receive government-assisted materials and services. From the perspective of governance networks, this is a good example of governance.
