But the number are raising both on employment shortage and brain drain, it causes semiconductor industry can’t move forward. Therefore, the government authorizes Intelligent Electronic Institute to execute a program of human resource training. A Unit who wants to open training classes has to be selected by Intelligent Electronic Institute. More and more training units want to apply because of student’s well behavior on work. Thus, Intelligent Electronic Institute is forced to choose who do a great job on training performance can open training classes. Hierarchical Linear Model is used as an analysis method on investigate the influence of some specific classes variables such as courses, teachers and students on human resource training performance and the changing degree of influence when some specific training unit variables are added in the model.
