Among them, Taipei is the first city with the administrative department responsible for promoting and implementing participatory budgeting. In this study, based on Edwards III (1980)‘s policy implementability model, researcher develops five influencing factors, as a research framework: external environment factor, process promotion mechanism factor, resources factor, promoters intentions factor, and communication factor. Finally, based on the research results, this study proposes five research suggestion for reference.
