Therefore, the national government committed to promote the energy saving policy. This study uses local governments as an analysis unit to explore the relevant factors of local government’s adoption of energy conservation policies. Including energy conservation cross domain cooperation and energy conservation. The system regulates two aspects. The former refers to policy cooperation actions and cross-domain tools, while the latter refers to energy-saving autonomous regulations and autonomy rules.This study assumes that the more local governments' energy-saving cross-domain cooperation on climate change and energy issues, the higher the enthusiasm of their energy-saving policies; the more complete the local government's energy and climate-related energy-saving system regulations, the more positive the energy-saving policies are. High; and local governments' energy-saving cross-domain cooperation on climate change and energy issues is positively related to the number of energy and climate-related energy-saving system regulations. This study uses local government as the population to get on a questionnaire.There are 226 respondents, including municipalities、counties (cities)、townships and Aboriginal special zone of municipalities.The investigation was under away from August 2016 to May 2017,and totals issued 226 questionnaires, 156 valid samples, the effective response rate was 69%. The results indicated that: 1. There is a significantly positive casual relationship between Interlocal Collaboration and Policy priority. 2. There is a significantly positive causal relationship between Interlocal Collaboration and the decrease of Carbon Footprint. 3. There is a significantly positive relationship between Interlocal Collaboration、Norms and Interdepartmental Collaboration. 4. Institutions did not have an impact on Policy cooperation actions and cross-domain tool adoption. 5. Interlocal Collaboration did not have a significant impact on Self-governance articles and Self-governance regulations.
