The industrial heritage of the sugar Mill proves the development and changes of the modern Taiwan economy. It has experienced the peak and decline of the sugar industry, showing the ups and downs of the international sugar-related industries. The historical timeline has forced many sugar industry spaces and land-scapes to be interrupted, and many of the industrial landscapes have been transformed into industrial heritage for Adaptive Reuse. Some sugar factories are also listed by the government in Cultural Landscapes, at the same time, cultural asset regeneration plan was carried out. When we look at the field of any cultural asset from a "value-based" perspective, in theory, every field should have a unique value retention criterion, or a response strategy whose value may be threatened (Rong, 2018). While Ciaotou Sugar Mill and Hualien Sugar Mill have been included in the Cultural Landscape, regeneration and adaptive reuse concept have been proposed in the related plans. However, at present, the government lacks relevant planning supervision mechanisms, and Taiwan Sugar does not know what the adaptive reuse model of cultural assets is, the industrial heritage of Cultural Landscape cannot be properly protected. This study refers to the literature on the cultural landscape, Taiwan sugar industry, industrial heritage, and related inspection indicators, and summarizes relevant indicators, then reviews and confirms preliminary 32 indicators. The research collects relevant assessment reference materials and invites four experts and scholars to operate the sugar mill assessment. And in the end, based on expert assessment feedback, discuss the current situation of sugar mills from a Cultural Landscape per-spective, and explore the state of the sugar mill. Ciaotou Sugar mill and Hualien Sugar mill have been evaluated by experts as being still in line with the definition of Cultural Landscape. However, half of the experts do not agree that the sugar mill is highly correlated with the surrounding residents and the surrounding life patterns. On the other hand, the advantage of Ciaotou Sugar mill is its diversity and closeness, however, The advantage of the Hualien Sugar mill is that its cultural hardware is well preserved. Under the premise that the regions have a good environment, the two locations lack innovation ability at the same time. Through appropriate concept intervention and the establishment of an overall planning and design platform, the sugar industry heritage can still be a cultural field of entertainment and entertainment in life.
