The relationship between Russia and India has entered a slow period or even a stagnation period. Until the beginning of 2000, Putin was elected to be president of Russia, Russia entered a new period of development. The relations between Russia and India begin to improve and develop. In the meanwhile, the security situation in South Asia is still in precarious position. However, with the rapid growth of India's national strength, the situation in South Asia and the international situation has begun to exert a certain degree of influence. The United States, the CCP and neighboring countries need to face the music of India's emergence. The sign of the "Strategic Partnership Declaration" by Russia and India in October 2000 symbolizes that the development of relations between the two sides has entered the next stage. This paper mainly discusses the development of Russia-India strategic partnership of cooperation from the period of 2000 to 2018, Putin's three terms and Putin-Medvedev tandemocracy, and analysis of "Russia" under the framework of this cooperation. Under the influence of the US "Indo-Pacific Strategy", the "One Belt and One Road" of the CCP, and the "India and Pakistan relations", the strategic partnership will have an impact on the development of bilateral relations and the South Asian region. Finally, in the current political, economic and military cooperation between the two sides, explore the limitations of the "Russian-Indian strategic partnership of cooperation" and future development. Finally, the research found that the establishment of Russia-India strategic partnership and the follow-up positive development reach to a certain leading role in the security of the South Asian region.
