Due to the intensification of global warming climate change, major disasters have occurred in various parts of the world, such as earthquakes, typhoons, forest fires, heat waves, heavy rains, earth-rock flows, droughts, etc. The types of disasters are diverse and complex, and various signs have been shown. The crisis of extreme climate change is imminent. This is related to the sustainable development and survival of human beings around the world. It is an important issue of global concern and an urgent challenge facing governments. The planning and preparation of evacuation shelters is a very important part of the disaster relief system. The shelters for the victims are the first line of defense for the lives of the victims. Due to different types of disasters, the planning and preparation work is more challenging. There was no warning for the 921 earthquake. The occurrence of the incident, so that the government departments and the public are caught off guard, only to realize the importance of sheltering shelters. The core of this study is to explore the establishment of evacuation shelters for major disasters and their preparations. The study will be conducted in the case of the North District of Taichung City. The literature review method, in-depth interview method, case analysis and public-private synergy theory will be used to understand the northern part of Taichung City. The disaster change center and the private sector will work together to carry out the shelters for the victims. Based on the analysis of the case studies, the paper proposes concrete and feasible improvement suggestions for the planning and decision-making of relevant units. The main research findings are as follows: First, the interaction with the private sector to prepare for shelters; second, the collaborative process and the difficulties encountered; third, the effectiveness of the public and private sectors to implement synergies. In response to the research findings, the following research suggestions are proposed: 1. Diversified recruitment of volunteers to fill the dilemma of manpower; 2. Adding safe haven shelters; 3. Establishing a resource interactive network platform to effectively integrate resources of all parties; 4. Establishing a clear regulatory system; 5. Strengthen the interaction and connection in peacetime; 6. Improve the energy of the opening contract; 7. Formally set up the budget for the disaster prevention and sheltering shelters; 8.
