Through the literature collections and quantitative analyses, this study first summaried the patrol region, hydrological environment, and life-saving capacity of the Southern Coastal Patrol Office, and was followed by analyzing cases of coastal shipwreck accidents, nearshore rescue incidents, and personnel drowning during 2015-2017 handled by the 5th, 6th, and 11th patrol teams that mainly covers the coastal region of Kaohsiung, Pingdung, and Tainan, respectively. The analysis results should provide some guidance to the Southern Costal Patrol Office to improve their capability in executing the patrol and resuce missions. According to the 2015-2017 data, the number of shipwreck accidents was 152 cases for 11th patrol team, 80 cases for the 5th patrol team, and 65 cases for the 6th patrol team. The largest cases of shipwreck accidents were casused by mechanical failures, followed by twisted nets and collisions. By month, the shipwreck accidents tend to have higher frequency in Novemeber, followed by February and May. By natural season, the highest frequency occurs in the fall season (10 cases/month) that is followed by spring rainfall season (9 cases/month). The hot spots of shipwreck accidents include the outer sea of the Jiangjun fishing port, the exit of the Zengwen River and the outer sea of Anping for the 11th patrol team, the outer sea of Fengtoubi and the outer sea of Donggang to Yanpu for the 5th patrol team, the outer sea of the Houbi Lake for the 6th patrol team. During 2015-2017, there were 337 ships with accidents, mainly occurring in the fishing boat (289). Among them, the highest cases were caused by the motored rubber bottle (33%), followed by the motored sampan (19%) and the vessels with a tonnage between 10-20 tons (14%). For the personnel rescue cases, the cases are the highest for the 5th patrol team (83 cases), followed by the 11th patrol team (70 cases) and 6th patrol team (64 cases). The rescue cases are the highest in the months surrounding the summer break from June to September. The hot spots of personnel rescue are the Anping area and the Xingda port for the 11th patrol team, the Shi-Hzu Bay for the 5th patrol team and the Fang-Liao fishing port for the 6th patrol team. The personnel drwoning cases during 2015-2017 had the largest number in May (8 cases), followed by August, Septemeber, and October (7 cases). The case is fewest in March (1 case).
