It is the purpose of this study to explore how the government incorporated the tangible or intangible cultural activities into the local comprehensive development plan and transformed the local specialty industries into local cultural activities. The so-called “culture” is the sum of human living styles or contents. With the increasing national income and the gradual improvement of education standards, people value more on the living quality and recreational cultural activities. Cultural activity is a link that the government emphasizes and one of the important strategies for economic development. This can be observed from the annual activity budget from central to local governments and the manpower and resources invested. Under the cultivation of various cultural activities, people developed multi-level demands on the quality and quantity of cultural activities. Cultural activity has become an important strategy in urban development and is also the foundation for elevating cultural living quality. The concept of “culture” in the past has been focused in spiritual and art levels; urban planning has always classified “culture” as simple public amenities. Lacking long-term comprehensive and concrete policy planning, the inability to break away from the rigid business model, and the employment policy and employee professionalism have resulted in the difficulties in promoting cultural development. This study takes Taichung City Seaport Art Center as the object to investigate the procedures of activity planning of the public sector and the roles the public servants play and their connections. This study can serve as a reference for the shaping of future urban planning and cultural living space.
